ElevenLabs is the voice tool most faceless-channel creators end up trying, and its free plan is genuinely useful. But it comes with two rules that a lot of "free AI voice" lists skip: no commercial use, and attribution in the title if you publish. This guide explains the free plan in real numbers, those rules in plain English, and when the cheapest paid plan is worth it.
What the ElevenLabs free plan includes
| Free plan | Details |
|---|---|
| Price | $0 |
| Credits | 10,000 per month (no rollover on the free plan) |
| Text to speech | ≈ 10 minutes per month, per the pricing page's comparison table |
| Other tools | Speech to Text, Sound Effects, Voice Design, Music, Productions, Image, 3 projects in Studio |
| Commercial licence | No |
| Instant voice cloning | No (starts on Starter) |
| Attribution when publishing | Required: "elevenlabs.io" or "11.ai" in the title |
How far 10,000 credits actually go
All ElevenLabs products share one credit pool. The pricing page lists approximate costs:
| Product | Approximate credit cost | What 10,000 free credits buys |
|---|---|---|
| Text to Speech | 1 credit per character (multilingual models) | ≈ 10,000 characters ≈ 10 minutes of speech |
| Speech to Text | 330 credits per minute | ≈ 30 minutes of transcription |
| Sound Effects | 200 credits per generation | ≈ 50 effects |
| Voice Changer / Voice Isolator | 1,000 credits per minute | ≈ 10 minutes |
| Eleven Music | 900 credits per minute | ≈ 11 minutes |
| Dubbing (automatic, with watermark) | 2,000 credits per minute | ≈ 5 minutes |
For short-form, that is a lot: a 45-second Shorts voiceover script is usually 600–900 characters, so 10,000 credits covers roughly 10–15 short scripts a month — if you don't regenerate too often. Every regeneration costs credits (ElevenLabs says some free regenerations may be offered when content and settings don't change; the app tells you before you generate).
The two rules most people miss
1. Free plan = non-commercial only
ElevenLabs' Help Center states that the free plan "does not include a commercial license and cannot be used for any commercial purpose." Its Terms of Service say the same: free users may only use the services for non-commercial purposes.
What counts as commercial? ElevenLabs doesn't give a creator-specific checklist, so use common sense and be conservative. If any of these apply, treat it as commercial and use a paid plan:
- Your YouTube/TikTok account is monetised or part of a creator fund.
- The video promotes a product, service, affiliate link or your own business.
- You are making the video for a client.
If you're unsure, ask ElevenLabs support before publishing — that is cheaper than re-recording a channel's worth of videos.
2. Attribution in the title
If you publish content generated on the free plan (or without signing in), you must attribute it by including "elevenlabs.io" or "11.ai" in the title. For Eleven Music on the free plan, reference "Eleven Music" instead.
Paid plans that matter for creators
| Starter | Creator | Pro | |
|---|---|---|---|
| Price (monthly) | $6 | $22 | $99 |
| Credits / month | 30,000 | 121,000 | 600,000 |
| ≈ TTS minutes | ~30 | ~121 | ~600 |
| Commercial licence | Yes | Yes | Yes |
| Voice cloning | Instant | Instant + Professional | Instant + Professional |
| Extras | 20 Studio projects, Dubbing Studio, music commercial use | Additional credits | 192 kbps audio, 44.1 kHz PCM via API |
Rollover is a quiet bonus on paid plans
On paid plans, unused credits roll over for up to two months (your balance can reach up to 3× your monthly quota) as long as you keep an active subscription and don't downgrade or cancel. Rollover does not apply to the free plan. If you post in bursts, this makes Starter or Creator better value than it first looks.
How to stretch the free credits
- Test on one sentence first. Before generating a whole script, try a single line with a few voices and settings. Picking the voice costs a few hundred credits instead of a few thousand.
- Edit the script before generating, not after. Every regeneration of a long paragraph uses credits again. Read your script aloud, fix it, then generate once.
- Generate in short paragraphs. If one sentence comes out wrong, you only regenerate that paragraph, not the whole script.
- Use punctuation for pacing. Commas, full stops and line breaks change rhythm without needing extra generations.
- Don't use Dubbing or Voice Changer to "try things out" on the free plan — at 1,000–2,000+ credits per minute, a few tests use up your whole month.
Free alternatives worth knowing
If you need commercial voiceovers but can't pay yet, the honest options are: record your own voice (a phone in a quiet room with a cheap lavalier mic sounds better than most people expect, and real voices build trust), or use the built-in text-to-speech voices in your editor — check that editor's own licence terms for commercial use. An all-in-one tool like Fliki is another route; I compare it in Fliki vs ElevenLabs.
Which plan for short-form creators?
- Testing voices, personal or learning projects: Free. Remember the attribution rule if you publish.
- A monetised or client-facing channel posting a few shorts a week: Starter ($6). It's the cheapest way to get a commercial licence, and 30,000 credits ≈ 30–45 short scripts.
- Daily shorts, long-form narration, or you want a professional clone of your own voice: Creator ($22).
A practical short-form workflow
- Write the script and read it aloud once — cut anything you stumble on. Shorter scripts save credits.
- Generate the voiceover in ElevenLabs. Pick one voice and keep it for the series.
- Build visuals: either assemble them yourself in an editor, or use a script-to-video tool. I compare the two approaches in Fliki vs ElevenLabs.
- Add animated captions (see Submagic pricing or free CapCut).
- For an English + Chinese audience, add a second subtitle line using the bilingual subtitles workflow.
Bottom line
The ElevenLabs free plan is one of the best ways to hear what modern AI voices can do, and 10 minutes a month is plenty for testing. Just don't build a monetised channel on it: the licence doesn't allow it, and upgrading later doesn't fix old videos. When you're ready to publish for money or for clients, Starter is a small, honest step up.
